from 95 all the way up to 83. on the west side at route 40 everything moving right along. no delays right now traveling the outer loop from 795 down to 95. that will take you just 12 minutes. that's your abc2 timesaver traffic report. an update to the story we brought you last night. 22 people are waking up without a home this morning after a fire in the remmington neighborhood. it took firefighters several hours to put out the flames. one firefighter had minor injuries, he was taken to the hospital and there are several businesses in the area that have been affected. a team was called in because of an auto repair shop with motor oil inside. sol pick change -- some big changes here in maryland. >> abc2 news linda so is here with the list of some of the bills but linda, where did it all start for the governor? >> reporter: he's going to be signing the bill to repeal the death penalty. it's a measure the governor pushed for. maryland now becomes the 18th

state to repeal capital punishment. the governor will also sign a stack of other bills, more than 200 that were passed this session. some of the other bills include grace's law aimed at cyber bullying, the law makes it a crime to bully anyone online who's under 18 years old. the bill was named after grace mccombeth who committed suicide after she was repeatedly harassed online. ray rice a huge antibullying advocate supported that legislation. also one that would legalize medical marijuana under limited circumstances. it would allow research centers to establish programs to dispense marijuana to sick parents. and it's unclear -- patients. it's unclear when the program will be up and running. the governor and senate president will be there today in annapolis at 10:30 this morning. tonight the basilica will keep the lights on in honor of the

bill signing. this, after they were learning their tap water is toxic. maryland department of the environment they say they tested the well water used by eight families and found levels of toxic industrial chemicals. the contamination appears to be from underground from a factory nearby. the department says they are providing the bottled water to families until deeper wells can be installed. according to published reports bge plans to ask for a rate increase by the end of june. that comes less than a year after it won approval for its last increase. thanks to a new law ending faa furloughs five towers will stay open. the bill which president obama signed into law yesterday leaves more than $30 million available for towers at small airports. now martin state airport in hagerstown regional eastern field, they won't have to be shut down. officials worry these closures

thanks for staying with us, the latest now in the boston marathon bombings investigation. authorities have three more people in custody today all charges with taking and disposing key pieces of evidence. the three people arrested are friends of the surviving billioning suspect dzhokhar tsarnaev. authorities say after photos of the bombing suspects went public. one of the friends sent tsarnaev a text. the fbi affidavit says dzhokhar tsarnaev responded lol and later told them to take whatever he wanted from the room. the three men agreed to meet at czar tsarnaev's dorm room. the friends apparently dumped the backpack after learning tsarnaev was involved. if found guilty they could face five to eight years behind bars. everyone now coming together to help the victims of

the boston marathon bombing. kenny chesney charted a -- he has knee started a fund assisting the patient who is need amputations. it will help pay for proprosthetics, fittings ongoing care and physical therapy. proceeds from the sales of his song "speed the love" will go to the fund and people can also donate through the boston medical center website. also joining the effort to help those who've lost limbs. they're going to help pay for prosthetics not covered under insurance. the company plans to reach out to 29-year-old erika brannock. the towson preschoolteacher was near the finish line deeing on her mother when the bombs went off. in the days after the bombings doctors amputated her left leg. today the man accused of sending ricinlated letters to the president and other officials could find out if he's going to be released on bond. james dutschke is expected to be in court for a preliminary and detention hearing. authorities say that dutschke acceptability letters to president obama and u.s. senator and a mississippi judge. authorities say items tested in

training adults who work with children. well, when it comes to crime in baltimore county, 2012 was one of the best years in three decades. the baltimore county police department looked at last year's crime stats and with 2011's numbers and fen against the live five years. the police chief johnson says all crimes are down about 7%. that being said, police say that they are seeing a bump in crime in the towson area specifically when it comes to thefts. animal shelters are constantly overcrowded with large dogs. does that mean that small dogs are finding homes? >> how some abandoned chihuahuas came from a long way away to find a new home here temporarily and how you can take advantage. >> plus a great day to head outside. you heard lynette say that. how baltimore city's mayor plans to kick off national bike month.

thank you for joining us on this thursday morning. when you think of overcrowded animal shelters you probably think of places like barks. they have a lot of pit bulls other big dogs but out west people are abandoning their small dogs at a really alarming rate. chihuahuas really need homes, as we report roosevelt leftwich. >> reporter: it's a very little dog with a very big problem. out west there are just way too many of them. and this living thing is treated by some folks as if

it's disposable. >> it's one shelter down there that has 850 dogs. and 350 of them chihuahuas. so -- that's a you know over two hours and i think it's a little bit to do with the hollywood people you know who have the pets. >> reporter: chihuahuas are put down every day. many others are abandoned or mistreated and still others once they grow up their care is just ignored. >> little bite mark stings and wounds on the ears. so who knows what you've been through. >> reporter: overall each dog is in relatively good health and has been spayed or neutered and some even chipped. both of them were a week away from the gas chamber when they got lucky. various rescue groups arranged for them to be flown here to ellicott city. after all the poking and prodding now have a future. a chancing to dobbs to live and -- to be dogs and live and grow and be a companion to someone
